CELINA – Five persons were arrested in searches of two Celina homes by members of the Grand Lake Task Force. Mercer County Sheriff Jeff Grey announced the indictment and the five arrests on Wednesday. All charges against the five are the result of a task force investigation. The Grand Lake Task Force consists of law enforcement officers from agencies in Mercer and Auglaize counties. The Celina Police Department assisted with these apprehensions.

Arrested were three Celina residents and two persons giving their address as the Mercer County Jail. Those two: Dennis W. Clutter, 54, and William R. Culver, 49, were each jailed on one count of heroin possession, felonies of the fourth degree.

Also arrested were Savannah K. Thees, 26, on one fifth-degree felony count of trafficking in heroin, Quinn F. Staugler, 24, on three fifth-degree felony charges of trafficking in marijuana, and Marcus P. Koester, 25, on three fifth-degree felony counts of trafficking in marijuana. Four other persons are being sought in this investigation.



According to Grey, a warrant was served at Staugler’s resident at 1035 Westbank Rd., Apt. C where officers recovered suspected marijuana, drug paraphernalia, and $715 cash.

At the other residence, Farm View Estates, 800 Touvelle, Apt. 1, the home of Koester, officers recovered suspected marijuana, drug paraphernalia, pills, suspected heroin, and $986 in cash. Also recovered were five long guns, a triple barrel shotgun, two handguns, and an upper for an AR rifle.
